The government is officially introducing a mandatory secure payment system for transactions involving the sale and purchase of apartments, houses, and land plots. The main objective of the reform is to completely eliminate cash payments made “hand to hand” and to ensure full transparency of all financial transactions. This change is already being described as one of the most significant reforms in recent years, as it directly affects both Turkish citizens and foreign buyers.
According to Turkish media reports, the Ministry of Trade is implementing a unified digital payment mechanism for real estate transactions. The buyer will transfer funds exclusively through the official payment system, where the money will be temporarily blocked until the transaction is completed and then automatically transferred to the seller after the registration of property ownership. Direct cash transfers between the parties will no longer be considered safe and will effectively be removed from legal practice.
The new payment model will be introduced gradually. During the initial phase, the system will operate in a pilot mode and will later become mandatory for all real estate transactions across Turkey. Even if the parties reach a private agreement, notaries and land registry offices will no longer accept transactions where payments were made in cash without being recorded in the system.

As debates over property tax continue, İbrahim Cihan Kurtulan, Chairman of Düzey Değerleme, stated that the solution lies not only in adjusting tax rates but in establishing a transparent and data-driven property valuation system.
Recent increases in land values have raised concerns among property owners and investors due to expectations of higher property taxes. While economists suggest lowering tax rates, a draft law expected to be submitted to Parliament proposes limiting the rate of increase in land values.

Turkey’s Banking Regulation and Supervision Agency (BDDK) has announced new security measures aimed at combating the growing number of fraud cases in mobile and online banking. One of the key changes is the introduction of restrictions on cash withdrawals using credit cards during night hours.
New rules: what will change
According to the regulation, which will come into force soon, from 22:00 to 06:00 bank customers will be able to withdraw cash only after verifying their identity using a chip-enabled ID card (the new Turkish ID).
To complete this verification, a smartphone with NFC capability is required. If a user does not have a chip ID card or their phone does not support NFC, night-time cash withdrawals will not be possible.
Why the rules are being tightened
According to BDDK, Turkey has seen a rapid increase in fraud cases involving access to bank cards and online accounts, especially at night.
Fraudsters carry out transfers and cash withdrawals while cardholders are asleep and unable to react to notifications. Often, users discover significant unauthorized withdrawals only in the morning, when it is already too late to reverse them.
