Kat irtifakı applies to buildings that are not yet completed or have not received an occupancy permit. Ownership is registered based on the construction project, and ownership shares are defined, but the unit is not legally completed.
Kat mülkiyeti is issued once construction is completed and the occupancy permit is obtained. The apartment is registered as an independent unit in the title deed and is fully owned.
